Announcing • this in a statenient reieased tonight, the exeeutive says that, "haying given some consideration to the matter of the a.ppoi'ntme'nt d f overseas appiieants for prinCi'palships in; the New. Zealand service/ it con-siders that while overseas teachers of high aittainment and diverse experience * have gf contribution to make to our service,' such teachers, to make that contribu tion effe'ctive, shojild come into the' ser-; vice at lower levels in order that they may grow'into the' knowledge of the New Zealand community." The exeeutive stressed the fact that however briiliant a man might be in another environment, he might not prove successful in a higher position in the New Zealand service.
