' 1 It is a source of satisfaetion to note that, the American Go vernment has eoiiie to share with tji.e Chinese Government two fundamental vie.ys which the Chinese Government has c.onstantly maintain'ed, - namely, that Chinese Communists'are thorough Marxists and the tools of Moscow, and, secondly, the Soviet Unipn has violated both in theletter and spirit, tke ti-eaty , of f riendship and alliance between China and the Soviet Union concluded in 1945. At the same time the Chinese Government takes serious exeeptions to views and statements on many other important questions contained in the Wliite Paper but it is not the intention of the Chinese Goyernment. to engage in a -controversy over past issues to the detriment of the traditional friendship between the Chinese and American peoples and. the common cause of the demoeracies.
