Russia Neglects Merchant Shipping

Russia was expe«'ted to become a leading competitor in merchant shipping after the war but had failed to do so. the American Merchant Marine Tnstitute reported today. The Institute said the Soviet merchant fleet is less active now on world shipping lanes than it was prewar, despite the acquisition of dennan ships and the retention of KO American lend-lease vessels. The Tnstitute's statement declared that only a small number of Russian eargo vessels now traded outside Soviet waters. Tn the 12 months to June 30, only iive Russian ships called at New York. The operation of the Russian liner Russia, forinerlv the 17,870-ton Gerrnan liner Patria, is a myster3r to the Institute. The ship made six ealls at New York after r-eeonditioning but has not left the Black Sea since April, 1048. Russia in 1040 announeed a five-vear plan to double its prewar merchant fleet of 1,000.000 tons but on January 1, 1040, the Soviet had only 423 ships of 1,788,000 tons whereof over kalf were at least 20 years old, N
