Received Monday, 7 p.m. LONDON, July 18.Alexander Voznescnsky, Soviet Minister of Education, has been re- | placed by Ivan Kairov, according to Tass. Last August Voznescnsky wrote ah . article for tbe Russian provincial press mentioning startling deficiencies in the Russian education system. He also complained that Russian teachers were too objeetive and political in their trehiment of social phenomena.
