It is becoming State controlled and 'the enterprise which made it great is be-; ing crushed, " said the Mayor, £Jir Donald Cameron, at a civic reception tendered deiegates f rom ali parts oi the Dominion to the New Zealand Counties' Association conference tonight. o j "The worlc of eity couneils, borough eouneiis and county eouncils is tsken for granted," continued Sir Donaid. "Couneils perform a most uaeful aervice and should receive more conaideration from ,the Government. Everywhere , we are hampered by restfictions. Whai we need today, and.I represent no poli-' tical party, is more freedom in locai body management. "Local government is at present at the crossroads. We have 'reached a criticaJ stage, " Sir Donald concludea. "It is close to the people and is democracy's truest expfession but greatfer incorne and other -facilities must be given to it or the death knell of flemocracy will be sounded and commissions and simiiar .forms of non-eleeted government will take its place. "
