The fundamental cause of inaction at the pi*esent wac the opposition of the Federat'ion of Labdun This was due partly to a tra ditional attitude but there was also a new element working in the Labour movemenl. Militant trade unions were dondnated by the Communist element. I?x an eiection year, Mr. Fraser would not ffice xrp to the militants in t.he trade union movement.
