WELLINGTON, June 3. Asking for substantial penalties as a deterrent to other offenders, Mr. W. R. Birks, for the Building Controller, stated in the Magistrate's Court today that the cement position in New Zealajid was worse than it had ever been. Mr. Birks' remarks prefaced 4 series of prosecutions against firms and individuals for using cement without permits. The present position was so desperate, added Mr. Birks, that there was a real danger. of some industries which were dependent on cement having to restrict their activities and pay off their employees. The Magistrate (Mr. J. S. Hanna) lined one defendant iirm £50, another lirm £25 and in respect of four individnal defendants imposed lines ranging from 30s to £4.
