Received Wednesdav, 7 p.m. LONDON, June 1. "Anyone who sayg defence against the atomic bomb is impossible, is wrong, ' ' declared Britain 's civil defence chief, Maior-General S. F. Irwin. He told a eonference of fire brigade "hiefs that a properly organised civil defence could avqid at' least 50 per cent. qf casuqlties and in goqd conditiqns 75 per cent. Majqr-General Irwin said that providing shelters against the atomic bomb was not so difficult as providing shelters against deep penetration and high explosives. "We know the tvpp of shelters required and the thickness. What we don't know yet is where to put them," he said.
