RATIFICATION FOR SOVIETISED CONSTITUTION
Received Tuesday, 11.10 a.m. BERLIN, May 30. The Sovietised constitution for Germany was ratified by a show of hands today by the German People's Congress. Only one of the 2000 Congress delegates offlcially abstained. He called out: "I am a German paeifist." Germany 's No. 2 Communist, Herr Otto Grotewohl, harangued Congress for nearly an hour before the vote, denouncing the Bonn constitution for "tearing Germany apart." Under the Eastern constitution, he said, public opinion would be free, but not as free as under the Weimar Republic, which granted unrestrained freedom to criminal and political elements.
