RUSSIA DECLINES SUGGESTION BY WESTERN POWERS
Received Wednesday, 11.55 a.m. LONDON, May 3. The Russians have turned down he i'ormai suggestion by Britain, .'Tance, and the United States that, ihe Big Four Council of Foreign Ministers should meet at the end of this month, says the "Daily Mail's'' Paris correspondent. In a message sent through Mr. Vlalik, the Foreign Minister, Mr. Vyshinsky, says that he first wants Mr. Gromyko, who is now in the United States, to return to Moscow fcr a conference. He has, theret'ore, asked the Western Powers to oostpone the council meeting until June. The Russians argue that to have the council meet at the end of this month would not allow sufficient time for preparation. In the same message, Mr. Vyshinsky indicates that Russia is now prenaring to lift the blockade 'in Berlin, but that the dat-e proposecl by the Western Powers is not acceptable.
