No State Lotteries. The G^vernment had no intenion of introducing a State lottery m New Zealand, ' said the Minister of Internal Affairs, Mr. Parry, yesterday. He said there was no foundation for any suggestion that che Government was panning such a s.ep and that possibly reports of that nature had circu ated as a result of his participation in the drawing of prizes of an overseas lottery. Caning By Prefects. A mo.ion, having as its purpose the taking away of a head prefect's authority to use the ca'ne, was defeated by eight votes to four by ihe Nelson College Council of Governors. It was decided to retain the present system under which a head prefect has authority to administer punishment by the use of a cane (limited to two strokes) , with the pupil having the right to express a preference for nunishment to be given by the principal. Helen Lowry Hall. As the result of the Levin Junior Chamber of Commerce's own effort to raise funds towards the Helen Lowry Hall project, more than £23 has already been subscribed. Mr. Robinson said tha he had already taken action to instruct all clubs to see that .he padding on the posts was six feet high. The meeting confirmed this action. Missionary's Descendant. While the mission ship John Williams VI., at present in Auckland, was in Sydney, she was visited by 11-year-old Cedric Wi liams, great-great greatgrandson of the Rev. John Williams after whom six London Missionary Society s vesse's ha vo been named. Everywhere the vessel has been there have been requests from children visiting her for officers' autographs. A prized possession of the vessel is an autographed copy of a photograph of Princess Margaret, which is in the main saloon. A print of the Rev. John Williams is also kept there. Problem Of Effluent. Following the insnection of the effluent from the flax factory at Foxton by the Minister of Works, Hon. R. Semple,' members of the staff of the Ministry-of Works in Palmerston North have been carrying out surveys and tests of the land on the other side of the river to the factory, with a view of establishing a sewerage farm. The data obtained has been forwarded to Wellington where a 'decision on the matter will be made. The main idea of the proposa1 is to flume the effluent across the river and distribute it over the fiat land .in lateral channels. The land is lower so that there would be a natural flow and no necessity for pumping. It is mostly native land. By distributing the efFqent* over the land t^ie liquid in it will seep away and leave the solid material as a manure. In order to &etermine how quickly the liquid can seep away on this land small areas have been flooded and observed.
