Must Get Permission To Do Work At Home
WELLINGTON, April 22. The praetiee adopted by the Department of Labour and Employment in respeet of the issue, under the Factories Act, of outworkers' licences for work performed in private homes, was out lined in a statement to-day by the Min ister of Labour, Mr. McLagan. Work of any description for the oecupier oi a factory (or for a mei'chani, whole sale dealer, shopkeeper, agent or distributor) elsewhere than in a registel'ed factory, may be performed only in aecordance with the provisions of the 'Act which makes it an offenee to give out work except under licenee. No iieence is granted unless the applicant forMhe licence is in necessitous circumstances or is, for speeial reasonS, unable tc work yn a factory and the Department is satisfied with eonditions and with thp remuneration offered. The Department, in future, will not issue any outworkers' licences (including reneVals) without first consulting tlie appropriate nnions of 4 employers and workers. The Minister said tlie Department would talce a, serious view of any hreaehes of the Act relating to outworkers' licences. Allegations that work was being done- at home by a large number of people not in posses s'ion of outworkers ' licences, ° had been brought to his notice.
