Eeceived Friday, 7 p.m. LONDON, April 22. The report of the Eoyal Commission on population which is to be reieased in about a fortnight's time, contains a study of Commonwealth emigration and its effects upon the United Kingdom. It will stress difiiculties in the way of any large scale emigration of young people from Britain in the light of the fact that the propOrtion of people over 60 years of age is likely shortly to rise sharply. It is probable that the Dor minions' Prime Ministers at present in London, will be informed of the terms of the report during their visit.
