The 170,000,000 inhabitants of the Roviet Union " do not want war at any price, " said Konstantin Simonov, eminent Roviet writer and a member of the' Rupreme Roviet. Mr. Simonov is also editor of the Russian literary magazine, New World. He said the effects of the North AtJantic Pact could not be considered without speaking of the peace cppgyess in Paris. "The congress is a counter reaction against signature of the Atlantic Treaty, " he said. "It is the reaction of 600,000,000 men." Mr. Simonov said there were cert&in factors in the CJnited States which could lead to war, including war hysteria. ITe added: "If we could collaborafe in diffieult times, why can't we jaow? ' '
