Informed British and American quarters state that Russian approaches to Americah diplomats in Washington ' suggesting fresh discussions of d Berlin settlement have met with a defmite refusal oi hegdtiations on any aspect of. fhd German question * until the biockade is litted. The Americans told the Russian diplomats that the British and ,French shared this view. These sources discoijinted rumours that the Russians were jockeying for a suitable position in which to lift the Berlin biockade.
