Sir Percivale Liesching Permanent Under-.Secretary of Commonwealth Relations, is believed to have stressed to Dr. Malan during his visit the urgent need for a top leve! meeting of Commonwealth leaders. Sir Percivale Liesching returns to London today to deliver Dr. Malan 's decisior. to Mr. Attlee. South Africa 's part in the Common wealth defence scheme has already been diseussed by Dr. klalan and Si; Percivale Liesching, and since Communism is the Union 's potential enemy the Malan Government is unlikely tc object to joining any overall plan.
