Trieste Problem Annoys Russians
Eeceived Tuesday, 7 p.m. NEW YORK, Feb. -21. sThe Ukrainian delegate, Mr. Vassib Tarasenko, in the Security Council to dav, accused Britain and the United States of deliberately thwarting any attempt to find a Governor for Trieste. He repeated Russia's earlier .charge that the reason for this " violation "'of the Italian-peace treatv was the desire af Britain and the United States to maintain military bases in Trieste. Mr. Jacob Malik (Russia) said "Btitish" and American action was just a part of their generai policy of not respecting the agreements made in Yalta and Potsdam. He said Russia last, summer approved one of the Westeni candidates for the Governorship but Britain and the United States then backed out. He did not give the nama of the candidate. Mr. Warren Austin (United States) accused Mr. Malik of indulging in vilification and spurious accusation. M. Guy de la Tournelle (France) said it was strange to find the Soviet delegate — considering his countrv's record — trying to give the Council a lesson in high political morality regarding the observation of treaties. The Council then dropped the Trieste question without voting on the Soviet '9 resolution proposing Colonel Flueckiger, of Switzerland, as Governor. The Governorship question is therefore again shelved indefinitely.
