ReceiVed Tuesday, 10.15 a.m. LONDON, Feb. 21. Marshal of the Soviet Union, Mr. Govorov, in an article put out by the Tass news agency, said that British and American ruling circles were. concOcting plans for a new world1 war, and creating all kinds of military alliances and blocs aimed against the Soviet. "These wild plans of the new pretenders to world domination are doomed to failure, but the tension of the present international situation created as a result of the jro'vocative policy of the imperiaiists imperatively compels us.to increase our efforts for the further strengthening of the defensive might of the U.S.S.R. "The Soviet people, fulfiljing Marshal Stalin's five-year plan, are endeavouring to raise the economie and military might of the U.S.S.R."
