Labour Congress Favours Looking To West

* Ccwyri+ht)

Received Monday," 9.45 a.m. LONDON, Feb. 20. The Norwegian Labour Party Congress unanimously adopted a resolution declaring that Norway must seek security in binding cooperation with the -Western Democracies, says Reuter's Oslo correspondent. The resolution added that such eo-operation must support the United Nations Charter and be purely peaceful and defensive in form and content. The British United Press' Stdckholm correspondent quotes ' the Swedish Prime Minister, M. Tage Erlander, as saying that there would be no more Scandinavian defence negotiations. The split between the three Sc andinavian countries was a fact. In Brussels, the Belgian P5rime Minister, M. Paul Spaak, told a Socialist Party meeting that the Atlantie Pact would create a bloc capable of making "a considerable impression" on any possible aggressor. - He said that the smail nations must group themselves to ensure their security. The Five Power Western Union Treaty and the Atlantie Pact were instruments intended to maintain peaee by the unity of those nations who had decided not to make war. M. Spaak reaffirmed his conviction that a new world war was not imminent, and stated that he believed1 East and West could develop their own polieies without a clash.
