Whilst ofl-eourse betting in any form is illegal, bookmakers, their touts and agents, can be found operating in every township, large or small, throughout the land. This constitutes a grave social d'anger, for it encourages otherwise law-abiding citizens to break the law and see nothing wrong in doing so. The Racing and Trotting Conferences feel it incumbent upon them to do all in their power to eradicate the evil. They have formulated a scheme, the adoption of which was recommended to the Government by.the Royal Cbmmission, which, if implem'ented, would provide facilities for lawful betting away from the course through local offices of the totalisator. Many people who are unable to attand a racecourse desire to make a bet even though they are not on the course. To do this today they have to bet with the illegal bookmaker. The Conferences feel that it is inflnitely preferable to bring ofT-course betting into the open under decent lawful control than to allow the present illegal system to continue.
