It was a month after the arrival of Mr. Jenkins that the present Municipal Buildings were erecied, including the theatre and shops, and their completion eliminated a large worked out gravel pit. Previously the three local bpdies, ,:he Borough Council, Horowhenua County Council and Horowhenua' I Power Board were housed in an ol'd I wooden building on the site of ihe present women's re'st room. "Members of the staff were alriiost sit- . ting in one another's laps so gvett was . the overcrowding," said Mr. Jenkins. He recalled how the council's chambers was also used as an office — the staff sitting round the council table and even on ine mayor's dais. .On the old building being vacated in 1926, it wus sold in two lots' arid the:timber used in the construction, in the borough, of two houses which are stiil j standing. When the new Muiiicipai BuildI irigs were erected a deep pit between the right-of-way and Chamberlain Street was a minUrure lake during the winter an'd from his window Mr. Jenkins used to watch the children paddling their way across in rafts and boxes. It was alwuys a mystery to him how none of them was drown. The pit was later filled in with spoil from road works.
