f 1 ^ 1 ' Received Friday, 11.10 a.m. TOKXO, Jan. 13. The United States joint Chiefs of Slaff have ordered that Emperor Hirohito should not be prosecuted as a war criminal, says the Ameriean Associated Press. The order was issued in January, 1946, as part of the directive to General MacArthur setting up the International Tribunal which later convicted the Japanese war leaders. Specifically it prohibited the prosecution of the Emperor "pending the receipt of a further directive." Reliable sources said that no further directive had ever been issued to General MacArthur. These sources said that the decision not to-prosecute the Emperor came from United States ''Government ievel."
