Nationalist Appeal To Communists Four-Point Peace Plan Suggested

Received Wednesday, 10.10 a.m. NANKING, January 11. Coinciding with a further deterioration in the war situations, the Control Yuan of the Kuolnintang, the Government's highest supervisory body, today unanimously decided to appeal „ for an ihimediate cease fire to end the civil war, says Reuter's correspondent'. It issued a 5000-word deelaration wherein it urged the Communists to adopt the sarne attitude towards peace as Generalissimo Chiang Kai-Shek had done, and respect the people's desire to end the war suffering.
A group of Controls Yuan members submitted for further consideration a four-point peace plan. It , suggested : — Firstly, that Generalissimo Chiang Kai-shek, the Prime Minister, Dr. Sun Fo, and the Communisl. leader, General Mao Tse Tung, be asked to end operations as soon as possible and send representatives to discuss concrete peace proposals. Secondly, to hold early peace moves and discussion with the inner Cabinet Ministers, Mr. Chang. Chi Chung and Mr. Chang Hung, and Ihe peace advocate, Mi\ Shao Li Tze. Thirdly, that the Ambassadors of
the Big Four be interviewed to appeal for peace in the name of the people, and be urged to trans-r mit to their Governments the people's views and begin mediation. Fourthly, prepare material for peace negotiations. The Associated Press correspondent says that Government officials stepped up their flight from Nanking as the Communist armies launched new offensives. Little more than a symbol of the Government remains in Nanking. Officials, archives and equipment are flowing out at a fast pace. It is reported that as many as 50,000 Chinese are arriving in Formosa weekly from the mainland.
