"They are usdng every device short of the a9tual use of arnis to promote political instability- and economic" chaos, which are the conditions wherein the seeds of totalitarianism take root and flourish. I don't believe that anybody — the Russians or anyone else — intends or contemplates a war of arms, but the Communists are engaged on a more insidious arid not, perhaps, less dangerous kind of war — of nerves, propaganda, political unrest and economic disruption. "I am sure that once we reestablish ourselves on a firm and stable political alid economic foundation, the problems dividing this country and- Russia will be solved."
