The assembly rejected by 39 votes to eight a Soviet attempt to elinrinate -any > pTovision f-Of an international trib'unal. It also rejected a Soviet-backed proposal to outlaw "cultural genocide." Mr. Alexander Morosov, ih announcing the RUssians' surpyiSe decision to vote for'the conventiori, said that much bf the sting had been taken out by the rejection of :he Soviet suggestions.
