WELLINGTON, Dec. ' 7. As 0the result of a mareh by tw;o young men carrying plaeards in Cuba Street on October 15, Riekard Campbeli Pulley and Bryant * Hearfield wefe charged in the Magistrate's Court today with fjailing to keep to the f ootpath and with carrying placards in sucli a manner as to be liable to obstruet d'r interfere with and endanger traffie. The «plaqards, produced in - Court, stated in eapital letters: "Communist Meetings Banned by Tory Council." ( Aceused pleaded hot gnilty. • For aceused Mr. N. G. Taylor sub-. mitted tliat as defendants eonstituted a procession, they were lawful users of the' roadway and that as far as obstruction was doncerned, they were no m,ore inconvenien'ce. to ' traffie than parlced cars. Evidenee was given for the poliee that trams had to be slowed up because of the placard earriers and cars swerved to the centre of the road to avoid them. . Mr. A. M. Goulding S.M.", rBserved decision, stafing that the matter involved important iights for both. individuals and the traffie authorities".
