Received Tuesday, 7 p.m. WASHINGTON, Dec. 6. The Far Eastern Commission announced today that it had adopted a more liberal trade policy for Japan to encourage greater exports and that a directive had been sent to General MacArthur to implement the poliSy. J> .Tapanees trade will be conducted so Ihat. it will, lirstly, foster the develop nient and balanced growth of Japanesc foreign trade to a level consistent with Japan 's peaceful needs; seeondly, encourage an increase in Japanese exports to pav for imports required for .the prevention of disease and unrest and for the reestablishment of a self-sustaining economy so that Japan may pai'ticipate in providing goods ' for international trade; thirdly, ensure eompetitive conditions in trade free of arrangements wliich limit access to markets, foster monopolistic thmtrols and prevent ex cessive- concentration of economic power in Japan and monopolies in Jap anese foreign trade.
