There has been widespread comment in South Africa about the speech by the Minister of Finance and leader of tlu Afrikander Party (Mr. Havengaj wherein he said he would stand by tho "entrenched clauses" of the Soutli Africa Act whieh safeguarded the right of natives to be represented in Parliament and enabled coloured people in the Cape to vote if they complied with certain eonditions. - Mr. Malan's Nationalist Party, whieh relies on the Afrikander Party for it.niajoritv 111 Parliament, had indicated its intention to abolish these rights. The Afrikaan's newspaper Die Burger, whieh supports tlie Government, proposed a new general election. General Smuts welcomed Mr. Havenga's speech and sitid Europeans must retain the leadership in South Africa but must see -the underdog fairly tfCated. The Times' Captown correspondent says it must not be assumed that. there are prospects of a split betweeu Havenga and Alalan who has boou loreed farther than he' wished to go by tlie extreme Right Wing of his own party. The Afrikander Party put out t'eelers to the United Party during the latter's eonference at Bloemfontein, but reeeived an indicisive answer.
