AUCKLAND, Dec. 3. • It might take ten years for the Samoans to have real sel'fgovernment owing to the need |or. trained civil servants and State officers, but a goo(d start had been made, said Mr. A. M. Girau, of Apia, today, who is revisiting 'Auckland after an absence of ' 35 years. He added that exceptional •prospeyity has been foliowed by a disturbing lull in the cocoa market. Over 1000 tons of cocoa was lying at .Apia without offers. Before the exchange rate alteration the export price was from £280 to £309 per ton f.o.b. Apia. Now the nominal price was. £175.
