U.S. URGES WITHDRAWAL OF SANCTIONS THREAT

Received Friday, 9.45 a.m. PARIS, Nov. 4. Britain and China agreed in the Security Council today to withdraw the proposed threat of sanctions against- the Arabs and Jews should either ignore the truce. When the council met, the United States asked that it delete direct reference to sanctions in the Anglo-Chinese resolution. Dr. Philip Jessup proposed instead an amendment enabling the council to consider action under Chapter 7 of the United Nations Charter, which sets out what action the council can take "in respect of threats to peace, breaches of the peace and acts of aggression." Dr, Jessup stated that the United States would support the revised version. Mr. Aubrey Eban (Israel) dpclared that the resolution was almed "not against the invader but in its favour." He added that the resolution would give the acting mediator, Dr. Ralph Bunche, dictatorial powers over the Israeli and Egyptian armies.
