Received Wednesday, 7 p.m. LONDON, Oct. 20. The Eire Cabinet sat for five hours in Dublin on Tuesdav heafing and discussing the report from Mr. MaeBride and Mr McGilligan on their conference at Chequers writh members of the British and Dominion Governments on the implications of Eire 's decision to repeal the External Relations Act. No statement was issued. The opinion. in Dublin is that the Chequers meeting "cleared the air" and that the British Governmenf now understands precisely what the Eire proposal means, says The Times Dublin corerspondent. It is accepted, he adds, that the Act can be removed with advantage to "all parties interested" and especially wfith ad\Tantage to Britain. A Government spokesman said Eire will be a "good Commonwealth cooperator in the factual or external sense. " The faet that Eire wfill be a 26-country republic will make no difference to the status of the citizens of either Britain or Eire "if the will to cooperate is present, as it eertainly is in Eire."
