Reliable sources think that when the I^erlin dispute comes before the Security Council tomorrow, Russia may make an offer, including, firstly, the unification of Germany and, secondly, the withdrawal of all the ocGupation troops in Germany by a specified date. Nevertheless, they do not rule out the chance of the Russians . walking out as they did in the Persian case in 1946. It is expected that the council will vote by at least nine votes to none in favour of « adopting the agenda on which l4' Berlin is the only item. British official circles in Berlin today aecused the Russian Military Governor, Marshal Sokolovsky, of distorting the truth in his statement blaming the Western Military Governors for the breakdown of the Berlin talks. They said that the Russians throughout had refused to treat Germany as an economic whole, as agreed at Potsdam. Russian reparations in the Eastern Zone had been estimated at £1,750,000,000, and Soviet propaganda lookecl like an attempt to make the Western Powers scapegoats for the consequent deterioration in Eastern Zone eonditions.
