First Round Of Games Bout To Auckland, But—
CHRISTCHURCH, Sept. 2. The executive committee of the New Zealand Olympic ' and British Ernpire Games Association cannot of itself decide whether Auckland, or Christchurch shall have the 1950 Empire Games. Under the' constitution and rUles of the asso^ ciatioiij the executive must rep'or't to the council of the association and it is bound by any direction given to it by the council. Round one has been won by Auckland, but the bout is not yet over. The council is a body of far wider representation than the executive and three times as big numerically. The council is thoroughly competent und^r the rules to upset the executive's decision. Rule 18 of the constitution and rules of the New Zealand Olympi'c and British Empire Games Association is one that leaves the question open and it reads, "The executive committee shall deal with all business of the association and shall report to and be bound by any direction given to it by the council^ or by any resolution passed at the annual general meeting of the association." The council of the association consists of three representatives of each i|iember of the association, not more than three members appointed by the council, aifid an honorary secretary and/br tr4asurer ex-officio. " '' Special meetings of the council may be convened at any time by the chairman and secretary, but ih addition to this provision the rules state that any five members of the council may requisition for a special meeting to be held, and that special meeting must be held with-: in 'a month.
