Received Friday, 9.45 a.m. LONDON, Aug. 13, ^ The Western envoys in Moscow this afternoon had their fourth meeting with M. Molotov sinee the present negotiations 011 the Berlin deadlock began. The British envoy, Mr. Frank Roberts, the United Btates Ambassador in Moseow, Lieut.-General W. Bedell Smith, and the French Ambassador in Moscow, M. Chataigneau, saw the Soviet Foreign Minister at the Kremlin for nearly three'hours.
