TORY PROPAGANDA.
• Tlie Conservatives, turning Mr. Aneurin Bevan's "lower fhan verinin" speech into Tory propaganda, are forining "rats' clubs" in which membership is graded from "scurvy rats" to " iiiusk rats," and a badge bearing a caricature of a louse wearing a tophat is displaved as a profession of political faith. The idea was lirst developed among enthusastic Conservative metnbers of Ihe Stock Exchange, and has now spread to many parts of the country.
