LONDON, July 29. A Tew hours after the British arul Americau envoys arrived in Moseow to discuss the Berlin crisis with Mr. Molotov, the Press Department of the Russian , Foreign Office announced that Mr. Molotov was Fnot in town." The department said Mr. Molotov was absent for an undisclosed period and that one of the thre-e Deputy Foreign Ministers was temporarily in charge. It is expeeted, in view of Mr. Molotov's ahsence, that the Western Powers' representatives in Moseow will cable to their respect.ive (lovernments for further instruetionff. A Britijjh Foreign Offiee spokesman would not eomipent, hut French eircles interpret Mr. Molotov 's ahsence as an indieation of Russian unwillingness to receive txie Western envoys just yet.
