The Wes:ern Union Foreign Ministers are believed to have agreed on the riext move in the Berlin crisis on terms which are mutually acceptable, says Reuter's correspondent. It is assumed that .the next move will be a new approach to Moscow, paving the way for some form of four-power discussions. The British United Press correspondent says that the Foreign Ministers deciared opposition to any showdown with Russia over the Berlin blockade. They urged that everything possible be dofie to resume four-power negotiatibns. The United States report on Western Union defence, discussed by the Foreign Ministers, warned Brussels Pact countries that sev-. eral years might elapse before the American programme of military aid became a reality. Wes;ern Union countries supported the United States view that trans-Atlantic aid would only supplement their own efforts, but they wanted to know how far they could rely on United States aid before drafting their own plans for building ports, railways and arms stocks in the event of war.
