That the Soviet's unyielding . pursuit of its present "negative" policy on atomfc enei^gy control might lead to a third . world war was the warning given by the United States Seeretary • of State, lYEr. G..C. Mai;shaR,. in a long review oi fatomic energy, which he pre- | s'ented to President Truman last night. Mr. Marshall described Russia's proposals for world control of atomie energy as a "sham" de^igned to deprive th§ United States of the atomic bomb without "commensurate security." He blamed the Soviet for the failure of the United Nations Atomic Energy Commission to reach agreement. Mr. Marshall recommended the United States to act unilaterally to remain strong iu the atomic field until her monopoly ends, of until it could be changed for effective world safeguards.
