SAME OLD PROTEST
BERLIN, July 11. The American Military Government has. announced that the Russians, since 5.30 a.m. on Saturdav, liave held live American ears at the zonal boundary tovvn of Helmstedt. Two of the cars were not allowed to pass into the West.el'n Zone because the. Germans travellihg in them were said not to have the proper inter-zonal travei permits. The Russians yesterday ordered the Berlin municipality not to pav occupa tion and other costs for the Westerb sectors. The British, United States and French aitthorities ordered the city officials to disregard Russia's nnilateral order. \ The Russian authorities in. Berlin have protested to the British againh't "systematic violations of tlie :most elementary securitv rules" during the British food fliglits. The protest, afccording to the Russian lieensed German news agency, said concrete cases of severe violations in Apfil, May and June already have been the subject oi Hussian protests but the British had not tdken the necessarv measures VI ensure air safety. A similar protest was mads to the American authorities who said. "Jt is the same routine protest tliey send us every three weeks.," The Russian authorities have notified the llnited States Military Governmeilf that Russian airc.raft will be operating 011 'instruments near the airlie! ds at two operational points along tlie air corridot between Berlin and the Western sectors, The Russians did not specify tlie time for tlie "blind flving" operations. All leave- for British officials in Berlin is suspended from July 15 to ligliten the load of tlie air lift and to enable control commission personnel to be landed to the Berlin Military Governnient and military lieadquarters. General Clay has canceiled all leave for American Anny personnel and Military Government employees in Berlin be cause of the difficulfy in leaving and entering tlie city due to the Hoviet blockade.
