The United Nations mediator, Gouiit , Eernadotte, prpjiosed as a solutiqh Qf the Palestine dispute that Palestine should beeome an iridependeiit union of two states — one Arab and the other Jewish — with Jerusalem included in the Arab territory. The proposals, which were submitted to the Jews and Arabs"' on June 28, and which were made public today, are alre^tdy reported to have been rej ected by the Arabs and it is believed that the Jews Will oppose at least the Jerusalem plan. Count Bernadotte proposed that the Arab and Jewish States should form a central council "to exercise the union's functions and autharity," and that the boundaries of the two States should be fixed by negor tiation. Gount Bernadotte also suggested fchat the Jewish and Arab StaJeS should control immigration within cheir own borders.
