Received Monday, 11.35 a.nj. LONDON, June 13. Reports to the United Nations truce observers in H&ifa say that fighting has stopped everywhere in Palestine. Earlier the Israel Government alleged in a letter to a Uffited Nations official that the Syrian Army had contipued attacks in Northern Palestine after the cease fire on June 11, and said that Israel's Army had been compelied to renew its aetivities in selfdefence. Coiint Bernadotte, the United Nations mediator, arrived in Rhqdes from Tel Aviv tonight to set up the United Nations headquarters for negotiations between the Arabs and Jews on a permanent peace plan for Palestine. The cruiser Phoebe has arrived at Haifa to be the headquarters of General 3ir Harold MacMillan, the British G.O.C., during the last days of the evacuation from Haifa enclave. A thousand more British troops sailed from Port Said last night. Speaking over the Swiss radio, Dr. Paul Ruegger, president of the International Red Cross, praised Arab and Jewish care for the war wounded and non-combatants in Palestine. "Thanks to the Arab Legion's exemplary conduct, the Arab supreme command's understanding and the Jewish forces cooperation, much has been done beyond the Geneva Convention's requirements.
