Plans are under way to integrate the tactics, armaments and field commands of the Belgian and Netherlancls armed forces, in a manner unprecedented in the peacetinie history of any two Western European nqtions, says the correspondent Lionel Shapiro. in a message from Brussels. The authorities now are eoncerned with extending their plan to embrace the French and -British armies and hope is expressed that joint manoeuvres of a token nature may be lield by all four armies in the autumn, probably in the Ardennes, the area which is West : Europe 's most vunerahle point. The supreme purpose of this exercise would be to prove to the United States that a defence of West Europe is possible and indeed preferable to any other strategic conception, in the event of war wifh Russia.
