The Secretai'y of State, Mr. Marshnil, said today .tliat the State Departmeni was considering askirig Cdngress' forauthority to ship military .supplies Western Europe. He declifted to dis euss details at .a publjc hearing before the House! foreign affairs comhiittee when he was asked by Representatis e James Euiton to.. couiment on reports that the State Department soon woulu ask Congress for a limited military lend-lease programme. The Defence Secretarv, Mr. James Forrestal, said today that the Munitions Board has earmarked 301) .war plants for a." national iitdustrial reserve" as a preparedness move. These plants, built by the Government during tlnwar, would be used to produce weapons quickly in the event of an emergency. Another 100 plants may be added to the list. As a result of studies now being niade, Mr, Forrestal, in a lettei to the' House armed services connnittee , on iiiobilisation, said: ."A plan for in 1 dustrial niobilisation which cair be put into effect efficiently and on sliort notice, is fully as 'iniportant as the maintenance . of a powerful military force. " Mr. Forrestal endorsed a pending Bill to allow the Federal Works Agency to mai-ntain some reserve of war plants in standby conditions, ready for use; ^ '
