WELLINGTON, May 6. That .New Zealand is a country with great potentialities,- but progress is being eonsiderably retarded by a super- ( fluity of restrictions and lat'k of lbng range foresight on the part of the Government, is the view of Mr. A. R. Wilkins, managing director of a large wholesale provisioning firm in Bi'istol, who is leaving for Sydney tomorrow after spending len weeks touring New Zealand. Mr. Wilkins attacked the alleged attitude of the New . Zealand Government in allowing many immigrants to eome out to New Zealand with little idea of conditions on the land and of the very great difliculty confronting those who wished to purchase farms. He agreed that ex-servieemen should be given high priority in this direction but contended that many immigrants had been given no idea of the position and he intended to let prospeetive settlers know of the true conditions in New Zealand when he returnqd to England.
