Reports from Beirut said the " proposal proAdded for an allPalestine truce during' the ten days. during which Britain, the United States, France and Belgium, would open negotiations with the Arab states for a general settlement. In Jerusalem today, a Jewish Agency spokesman said the capital of the Jewish state would be temporarily at Sarona.
