The United States has submitted to the Trusteeship Couneil a proposal tr. set up "a simpie trusteeship" for Jerusalem in an-'efl'ort to safeguard the lioly City. The proposal provided that a United Nations' representative should go to Jerusalem to attempt to establish j a trlice, take over municipal duties J ironi the British and begin the forma tion of a poiice force. Sir Carl Berendsen (New Zealand . supported the proposal. Otlier nations objected to hurried action aiul the rouncil delayed a voti after Jamal el Husseini, spokesman f'o. the Arab Higher Coiiimittee, declared: , " We believe this is a preliminary step towards partition. We are fighting the i partition seheme. We shall iight this' schenie too. ' ' Sir Carl Berendsen, discussing tluPalestine trusteeship agreement in tio Trusteeship Couneil today, said lu hoped for a truce for all Palestine bu at.least there must be a truce foi Jerusalem. The Way to achieve thb was through a trusteeship agreement for the limited and teinporarv purposi of achieving peace in the Iloly City. If Jews or Arabs failed to agree to such a truce the city must be saved bt force by United Nations and that wa.the erux of an old question, "Arc you readv to enforce peace and order ! ' he asked. The Trusteeship Couneil should unanimously urge the Jewish Agency and Arab Higher Committee u> spare Jerusalem, tf that appeal failei. United Nations should be pfepared ti enforce a Jerusalem truce. In eithei case, Sir Carl Berendsen added, a tem porary trusteeship agreenient fo." Jerusalem alone — not for Palestine a a whole— was the best way and Ne\ Zealand supported it.
