Congress Must Not Meddle With Marshall Plan

President Truman today ivarned Congress that if it sabotaged bv modification tlie Reciprocal Trade Agreement Act noAv before it tlie Alarsliall Plan countries Avould iind it impossible to repav loaiis from tlie United States. Under the Act the Administration is permitted to make tariff-cutting agreements with other countries to stimulate trade; • President Truman 's request for a-three-year extension has been opposed bv the Congressional Republican majority wliich wants to confine the extension to oue year beeause the Republicans liojie to be in a stronger position to repeal the Act aftef the pre'sidential •eleetions in November. President Truman said today it would be "a most. terrible thing" if Congress failed to extend the Act beeause, United States foreign policy and the Euvopean reeovery programme Were based thereon.
