Eor some timo past the engineers had been prepafed to at-cept a tril)iinal to settle the dis))ute but the positibn had now assumed eutirely dib'eient proportidns as since the idcal union exerutive had indueed the men to resort to strike aetion, it had gradiially beconie known . that there were several disruptive eleI ments iu the union: In pursuauce of the polic.v of disruption everv one ot those eleingnts would be preparod to carrv on from wliere Clapham left off, the statement contiuues. A tribunal to detennine whether the Government was within its riglits m agreeing to transfer Clapham, can at this stage be to no purpose.
