Received Thursday, 10.30 a.m. FRANKFURT, April 7. i The belief that vital decisions on the future government /and currency oi* Germany, involving both the territorial and ^•V'economic positions, are imrainent is spreading among respon\ible Allied officials in Frankfurt. The expeetation.is founaed on a report that the Russians will finally refuse furiher participation in the Allied Control Council which the American Military Governor, General Lucius Clay, is due to reconvene on April 10. Tnstead they are expected to call for the immediate formation of a "sovereign" German government and proclaim currency reform for the eastern zone and Berlin. There is good reason to- believe that the Western Powers have macle emergency preparations to meet the possibility of the tinui dissolution of the council.
