(2) Trusteeslup could be indelinite but subject to prompt teruiination wlienever Jews and Arabs agree 011 a future form of government. i'.\) United Nations itself should bt the administering authority through the existing l(i-natiOn trusteeship coun cil. (4) United Nations' administ ratiou in i'alestine, to be known as the Governmeht of Palestine, should be headed by a Governor General apjmiuted by ttn '1'rusteeship t'ouucil and assisted by a ' • democratically elected legislature. " (5) The Palestine Governiuent should niaintain law aml order through a locally recruited police foree and volun teer troops. The United Press eomments: "The American formula appears carefully calculated to exclude Russia from any active roie in the administration of the strategically situated lioly Land. Russia has boycotted the Trusteeship Council since its inception and even ii she decided to take her seat slie could be easily outvoted by the Western I'owers and their supporters. " Mr. Gromyko continued the bovcott of trusteeship matlers today and was supported by .Mr. Vassily * Tarasenko (Ukraiue). Mr. Gromyko said earlier in the day that the invitation to discuss trusteeship with Alr. Austin was informal and he would disregard it.
